If all the major curses have been seen, it will give minor curses, and if the number of major curses left in the major curse pool is between 8 and 0, the remaining major curses will be given and the number of minor curses will add up to 13. For example, if there are 3 major curses left in the major curse pool, Witch's Brew gives 3 Major Curses and 10 Minor Curses.
